Through My expierience I think these are the steps person should use before selecting any web designer
1. web designer should be based in the same country as you are in otherwise it will mkae a time zone difference which will make it hard to communicate with the webdesigner as you have to be awake in nights.
2. web designer should be good or can understand the language you are using. while designing website you willl have to express your ideas and if web designer is not good in the language you are using you will not be able to communicate properly
3. Try to talk to the refereces of the webdesigner.
4. Check if web designer is asking you for any deposits before starting the work. dont go with the web designer who is asking you deposits before showing his skills
5. see if the graphic designer know the language which will be used in your website
6. Try to talk to 10 websites designer before finalising the price
7. if you need the quality websites dont go with the price. quality designers will definately need quality charges. dont go for cheap when you are looking for quality
8. see the webdesigner has a skills of seo as beatiful websites needs to have a good ranking in google and other search engines. As website without ranking will be of no use
